A first-generation college graduate, Leo Villalobos started at EVC as the Dean of Counseling in the Summer of 2026. 

Villalobos grew up in Compton, California, and his journey has shaped his passion for expanding educational opportunities for students from historically underserved communities. Throughout his career, he has championed innovative programs that improve student access, retention, persistence, and completion while fostering a culture of belonging.

Prior to becoming Dean of Counseling, Villalobos served in several leadership roles at West Valley College (2021-26), including Director of Outreach and Promise, Interim Director of the School of Continuing Education, and Director of EOPS/CARE, CalWORKs, TRIO and NextUp. In these positions, he led strategic enrollment initiatives, strengthened K–12 and community partnerships, expanded dual enrollment opportunities, enhanced onboarding and orientation experiences, and supported programs serving first-generation, low-income, and foster youth students. His collaborative leadership has contributed to measurable improvements in student engagement and enrollment while strengthening pathways to college and career success.

Villalobos holds a bachelor's degree in Business and a master's degree in Public Policy Administration from Cal State Long Beach. He is recognized for his collaborative leadership style, data-informed decision making, and dedication to building high-performing teams that prioritize student-centered service and continuous improvement.

As Dean of Counseling, Leo looks forward to partnering with faculty, classified professionals, administrators, and students to strengthen counseling services, promote holistic student support, and advance the college's mission of transforming lives through education. He is excited to continue building an inclusive campus community where every student feels welcomed, supported, and empowered to achieve their educational goals.
